- Marine Vessel License is valid for one year and can be renewed for a similar period. Yet the customer can select to validity of the marine craft license to be for two years and pay the required fees for the pleasure water sport marine vessel.
- The Safe manning certificate will be issued annually for the commercial, tourist marine Vessels and the pleasure marine Vessel that length 24 m and above.

Stages of Issuing Marine Vessel Registration and License.
Marine Vessel registration and licensing will be processed through two stages:
First Stage:Online Registration & Inspection Process
- Marine Vessel owner shall use UAE pass to login to DMA online services or register through DMA portal or smart applications and obtain a user name and password.
- Initiate an online request attaching all the required documents for the first stage.
- Once the request is approved by DMA, customer shall select the inspection appointment and pay the applicable fees.
- Prepare technical requirements for the marine craft inspection as per the inspection check list.
Required Documents of First Stage:
Customer shall assure attaching clear copy of the following required documents.
- In case of not using UAE Pass, customer should upload a copy of valid Emirates ID card and passport copy for UAE citizens, or copy of Emirates ID card, passport and UAE residence visa for expatriates considering that the customer age should not be less than 18 years old.
- For new marine Vessel, customer shall provide either:
- Copy of marine Vessel builder certificate or any document from the manufacturer or supplier listing the marine Vessel details.
- Copy of proof of ownership document, or marine craft purchase invoice attested by the authorized entity.
- For previously registered marine craft in UAE, customer shall provide:
- Copy of the marine Vessel cancellation certificate.
- Copy of sale agreement attested by the authorized entity.
- For imported marine Vessel, customer shall provide:
- For new marine Vessel: Copy of proof of ownership document, or marine craft purchase invoice attested by the authorized entity.
- For previously registered marine Vessel: Copy of the marine Vessel cancellation certificate, and Copy of sale agreement attested by the authorized entity.
- Cpy of customs clearance certificate issued by the competent authorities.
- Copy of environment specifications certificate issued by Emirates Authority for Standardization and Metrology (ESMA), for the new Petrol Outboard marine engines.
- Copy of mortgaged marine Vessel deed.
Second Stage:Issuing Marine craft registration & license certificate.
After passing the technical inspection, the customer shall:
- Update the insurance details in DMA portal or smart application.
- Attach the required documents of the second stage and pay the applicable fees.
Note: In case of failure to pass the inspection.
Required Documents of second stage:
- Valid technical inspection pass certificate for the marine craft issued by DMA or any certified entity by the Authority (for New brand water sport marine crafts).
- Copy of insurance policy valid for (13) months or (26) months in case the license validity is for (2) years issued by an insurance firm licensed to operate in the Emirate.
- Copy of valid trailer registration or copy of valid annual berth contract issued by marine club or marina in the Emirate.
After completing all the procedures, an electronic copy of the marine craft license and certificate will be available in the customer account at DMA portal. Yet the customer can contact the contact center to request to print and deliver the original license & Marine Vessel Certificate with additional cost.
License application validity:
Marine Vessel license application shall be cancelled automatically in case of failing to fulfil all requirements within three months as of application submission date considering that paid fees will not be refunded.
Pleasure Marine Crafts
Including the pleasure power marine Vessels, rowing marine craft and sailing marine Vessel
Stages of issuing Marine Vessel Registration and License.
Issuing a marine Vessel registration and licensing will be processed through two stages:
First Stage:Online Registration & Inspection Process.
- Use UAE pass to login to DMA online services or register through DMA portal or smart applications and obtain a user name and password.
- Initiate an online request attaching all the required documents for the first stage.
- Once the request is approved by DMA, customer shall select the inspection appointment and pay the applicable fees.
- Prepare technical requirements for the marine Vessel inspection as per the inspection check list
Required Documents of First Stage:
Customer shall assure attaching clear copy of the following required documents.
- In case of not using UAE Pass, customer should upload a copy of valid Emirates ID card and passport copy for UAE citizens, or copy of Emirates ID card, passport and UAE residence visa for expatriates considering that the customer age should not be less than 18 years old.
- For expatriates, customer shall provide either:
- Copy of partnership in commercial Dubai issued trade license.
- Copy of title deed for free hold property owners to whom the residence law is not applicable.
- For new marine Vessel, customer shall provide either:
- Copy of marine craft builder certificate or any document from the manufacturer or supplier listing the marine craft details.
- Copy of proof of ownership document, or marine craft purchase invoice attested by the authorized entity.
- For previously registered marine craft in UAE, customer shall provide:
- Copy of the marine Vessel cancellation certificate.
- Copy of sale agreement attested by the authorized entity.
- For imported marine Vessel, customer shall provide:
- For new marine craft: Copy of marine Vessel builder certificate or any document from the manufacturer or supplier listing the marine craft details or copy of marine Vessel purchase invoice attested by the authorized entity.
- For previously registered marine Vessel: Copy of the marine craft cancellation certificate, and copy of sale agreement attested by the authorized entity.
- Copy of customs clearance certificate issued by the competent authorities.
- Copy of confirmation certificate from approved supplier to license radio communication devices (VHF) applicable for pleasure marine Vessels more than (35) feet (10.67 meter).
- Copy of environment specifications certificate issued by Emirates Authority for Standardization and Metrology (ESMA), for the new Petrol Outboard marine engines.
- Copy of mortgaged marine Vessel deed between the mortgagor and the mortgagee if applicable.
- Copy of stability booklet for all marine Vessels, licensed to carry more than 12 passengers, regardless of type or structure material.
- Copy of UAE yacht code certificates if the Load Line Length of the marine Vessel.
Note: The copy of the stability booklet should be presented to the inspector during the technical inspection. (if applicable)
Second Stage: Issuing Marine Craft Licensing & Registration Certificate.
After passing the technical inspection, the customer shall:
- Visit Critical Infrastructure and Coastal Protection Authority (Coast Guard) office to install a safety and security transponder for the marine craft in accordance with the requirements of the (Coast Guard) and deliver the original installation certificate to DMA.
- Update the insurance details in DMA portal or smart applications.
- Attach the required documents for second stage and pay the applicable fees.
Note: In case of failure to pass the inspection
Required Documents of second stage:
- Valid technical inspection pass certificate for the marine craft issued by DMA (For new Brand Pleasure Marine Vessel less than 24 M and up to 12 passengers)
- Copy of insurance policy valid for (13) months, issued by an insurance firm licensed to operate in the Emirate.
- Copy of valid trailer registration or copy of valid annual berth contract issued by marine club or marina in the Emirate.
After completing all the procedures, an electronic copy of the marine Vessel license and certificate will be available in the customer account at DMA portal. Yet the customer can contact the contact center to request to print and deliver the original license & Marine Vessel Certificate with additional cost. Once the customer receives the license, he shall proceed to install the telecommunication device (VHF) if applicable.
License application validity:
Marine Vessel license application shall be cancelled automatically in case of failing to fulfil all requirements within three months as of application submission date considering that paid fees will not be refunded.
Commercial Marine Vessel
Commercial marine crafts allocated for:
- Training purposes
- Patrolling and rescuing
- Towing and pilotage
- Cargo transportation
Tourist Marine Vessel:
- Tourist water sport marine Vessel
- Tourist marine Vessel
- Non- Wooden floating restaurant
- Wooden floating restaurant
- Wooden tourist yachts
Public Water Transport:
- Marine Vessels allocated for public water transport including water taxi, waterbus, Abra and ferry boat.

Issuing a marine Vessel registration and licensing will be processed through two stages:

Required Documents of First Stage:
Customer shall assure attaching clear copy of the following required documents. Yet there are original documents should be submitted to the Customer Happiness center for verification.
- Copy of valid Dubai issued trade license, in addition to the Emirates ID card, passport and residence visa copy of the company’s shareholder or authorized manager.
- For new marine craft, customer shall provide either:
- Copy of marine Vessel builder certificate or any document from the manufacturer or supplier listing the marine Vessel details.
- Copy of proof of ownership document, or marine craft purchase invoice attested by the authorized entity.
- For previously registered marine Vessel in UAE, customer shall provide:
- Copy of the marine craft cancellation certificate.
- Copy of sale agreement attested by the authorized entity.
- For imported marine Vessel, customer shall provide:
- For new marine Vessel: Copy of marine craft builder certificate or any document from the manufacturer or supplier listing the marine craft details or copy of marine Vessel purchase invoice attested by the authorized entity.
- For previously registered marine Vessel: Copy of the marine Vessel cancellation certificate, and copy of sale agreement attested by the authorized entity.
- Copy of customs clearance certificate issued by the competent authorities.
- For Public Transportation Marine Vessels customer shall provide:
- No-objection certificate from Roads and Transport Authority to operate the marine Vessel.
- A statement of marine craft route, dates of service and rated speed, issued by the Roads and Transport Authority
- Copy of environment specifications certificate issued by Emirates Authority for Standardization and Metrology (ESMA), for the new Petrol Outboard marine engines.
- Copy of mortgaged marine craft deed between the mortgagor and the mortgagee if applicable.
- Copy of confirmation certificate from approved supplier to license radio communication devices (VHF) applicable for pleasure marine crafts more than (35) feet (10.67 meter).
- Copy of stability booklet for all marine Vessels, for those licensed to carry more than (12) passengers regardless of type or structure material. For Commercial marine craft (24) meters and above, regardless number of passengers.
- Copy of GCC code certificates for all Non- Wooden Commercial and Touring marine crafts above (12) meters Length Over All(LOA)
- Copy of classification certificate or GCC code certificates for commercial marine crafts, (24) meters and above, and (150) GT and above, from any certified classification body in the country.
Note: The copy of the stability booklet & classification certificate should be presented to the inspector during the technical inspection.
Second Stage: Issuing Marine Vessel licensing & registration certificate.
After passing the technical inspection, the customer shall:
- Visit Critical Infrastructure and Coastal Protection Authority (Coast Guard) office to install safety and security transponder for the marine craft in accordance with the requirements of the (Coast Guard) and deliver the original installation certificate to DMA.
- Update the insurance details in DMA portal or smart application.
- Attach the required documents for second stage and pay the applicable fees.

- Copy of valid annual berth contract issued by marine club or marina in the Emirate.

DMA Technical Inspection Procedures
- Customer shall book the technical inspection appointment at the specified locations by DMA ensuring that all the technical requirements are prepared as per the inspection check list
- In addition to the technical inspection fees, inspection moving fees will be added in case the selected inspection location was other than the specified areas by DMA.
- Customer shall ensure that the marine Vessel is presented at the allocated inspection time. Failure to do so will result in “vessel not found” and customer shall request a new inspection appointment and pay the moving fees if applicable.
- The marine Vessel shall be inspected in berth (in water), excluding Jet Ski and small marine crafts less than 4 m long which can be towed to the inspection location.
- The marine Vessel plate number must be fixed as per the approved UAE standards before the technical inspection is carried out, check plate number specifications here.
- Upon passing the technical inspection, DMA Inspector will issue an Inspection Report, which will be valid for (30) days from inspection date. In case of Failure to submit all the required documents within the specified period, the customer shall submit a new technical inspection request and pay the applicable fees.
- If the marine Vessel fails to pass the technical inspection at the first attempt or is not presented for any reason other than bad weather conditions, the client shall schedule a second technical inspection appointment within (60) days and pay only the transportation fees if applicable.
- If the marine Vessel fails to pass the technical inspection at the second attempt or is not presented for a reason other than bad weather conditions, the customer shall submit a new technical inspection appointment request and pay all the applicable fees.
- In case the marine Vessel fails to pass the technical inspection at the first attempt, the client will be required to rectify all deficiencies before booking a second technical inspection appointment.
- The customer can request to change the inspection appointment for a maximum of three times only, provided that he notifies DMA call center at least 24 hours before the inspection appointment. Failing to notify DMA before the determined period, the marine craft shall be considered as failed, and customer shall request for a new appointment within (5) working days from the inspection date and pay the transportation fees if applicable . - DMA has the right to cancel the marine craft registration number if the technical inspection certificate has expired or licensing procedures were not completed.
- DMA has the right to reschedule the technical inspection appointment due to adverse environmental and weather conditions with a notification to the customer.
External Technical Inspection Procedures
The customer has the option to proceed with the inspection procedure for brand new marine crafts through certified marine craft dealers for the following categories:
- Pleasure Watersport -Jet Skis allocated for individuals
- Pleasure marine crafts- less than 8m
As per the inspection process, the customer must submit, for DMA inspection review, the dealer’s declaration form (signed and stamped by the dealer in DMA Template) and the required following pictures:
- Photo of the marine craft plate numbers.
- Photo of the Hull Identification Number.
- Photo of the engine’s serial number(s).
- Photo of the complete marine craft showing its shape and color.
- Photo of the firefighting equipment with their service sticker.
- Photo of the lifesaving equipment with their service sticker.
Upon reviewing the submitted documents, DMA Inspector will issue an Inspection Report, which will be valid for (30) days from inspection date. During this period, the customer shall proceed with the marine craft registration process.

Service Limitation
The service requires the marine craft owner or a representative with an official documents attested by the authorized entity to personally visit DMA happiness center to collect the original marine vessel license and certificates.
